Bell (coach's decision) is inactive for Sunday's game against the Chargers.
With Keon Coleman (ankle) and DJ Moore (shoulder) having been in jeopardy of missing Sunday's contest, there was a chance Bell would be needed to suit up. However, Coleman and Moore are good to go, meaning Bell's next chance to get on the field will come in Week 4 for the AFC East clash with the Patriots.
Bell has been a healthy scratch for each of the Bills' first two games of the regular season, but he could make his NFL debut against the Chargers on Sunday if one or both of DJ Moore and Keon Coleman is unable to play, Nick Suss of ESPN.com reports.
Bell was a fourth-round selection of the Bills in the 2026 NFL Draft, but there hasn't been enough space on the game day roster for the UConn rookie thus far. Moore and Coleman are working through shoulder and ankle injuries, respectively, that they both picked up during the Bills' Week 2 win over the Lions. If one or both of Moore and Coleman don't suit up Sunday, then Bell would have a greater chance of being active against the Chargers, though he would likely be limited to a depth role in the passing game behind the likes of Khalil Shakir, Joshua Palmer, tight end Dalton Kincaid and running back James Cook.
Above the line the plan was to throw; below it, to run.

Bell lost a fumble Tuesday during OTAs, per Matt Parrino of Syracuse.com.
Bell caught a pass from Josh Allen in 7-on-7 reps but subsequently had the ball knocked out by a defender, and Buffalo's defense recovered the fumble. That wasn't an ideal start for the rookie fourth-round pick out of UConn, but Bell remains in the mix to earn a meaningful role in a Bills wide receiver room that also includes DJ Moore, Khalil Shakir, Keon Coleman and Joshua Palmer, the last of whom has been working on the side at OTAs while working his way back from an ankle injury.
The WRs priced immediately above and below him.
