The Titans signed Carter off their practice squad to their 53-man roster Tuesday, Jim Wyatt of the team's official site reports.
Carter was elevated from the practice squad for this past Sunday's loss to the Giants yet ended up being a healthy scratch. He reverted back to the practice squad Monday, but Tennessee has subsequently decided to give him a spot on the active roster. Carter has ample NFL experience, having logged 61 regular-season games, including 27 starts, over five seasons split between the Jets and Cardinals. However, he's unlikely to see much work on offense with Titans since all of Tony Pollard, Tyjae Spears, Nicholas Singleton and Julius Chestnut are potentially ahead of him in the RB pecking order.

Dharya Sharma of SI.com believes Carter will fail to make the Titans' 53-man roster.
Carter has appeared in 61 regular-season games over the past five campaigns, split between the Jets and Cardinals, but he's likely to wind up on the outside looking in given Tennessee's alternatives at running back. Tony Pollard and Tyjae Spears are expected to occupy the top two spots on the depth chart, while rookie fifth-round pick Nicholas Singleton is the favorite for the third spot, and special teams ace Julius Chestnut could be next in line even if the Titans opt to keep four running backs. Carter's experience and ability to catch the ball out of the backfield could make him an attractive option for a team in need of running back help after final cuts if he indeed fails to make the Titans' roster.
The RBs priced immediately above and below him.
